here's sal. >> all right steve. good morning to you. we are off to a nice start here. when it comes to the commute, there's not a lot going on in the general bay area. triple a traffic camera showing us a very nice bay bridge. and hopefully it will be nice and quiet. here it is in front of the coliseum and interstate 880. looks good. and the south bay commute, for the most part is nice and quiet. so we're off to a nice start on a wednesday. it's 5:00. let's get right back to the headlines. >> okay. thank you sal. our time now, 5:00 new this morning. the city of san francisco now putting a stop to automated price setting for rents. city leaders say that has been scamming renters out of good prices for housing units. ktvu james torres is already in san francisco at city hall to tell us more about this. good morning james. >> dave, good morning to you. well, it's a new ordinance that passed unanimously by the city board of supervisors. they say landlords would use an ai powered software that would

input some information that normally wouldn't be available to the public, and then that would compute what the supervisors call an illegal price fixing rate, where renters would have to pay a lot more money than they should for some of these housing units. this new law now bans the use or sale of any of that type of software. city leaders say they are the first in the nation to do it. they accuse landlords who use this software of collusion, referencing lawsuits filed by the us department of justice and at least eight other state attorney generals. even vice president kamala harris mentioned the legality of this practice during the democratic national convention, san francisco leaders say they hope to be a trailblazer in ending the use of this software nationwide. >> we will become the first city in america to pass such a law. thank you colleagues. same house, same call. this ordinance is finally passed and will be an

example for cities all over this country. >> board of supervisors president aaron peskin authored the ordinance. his office says ever since they've talked about this. advocates from other cities and jurisdictions are now looking to san francisco for guidance, to try to write and pass a law of their own. that legislation will officially become law here in san francisco, 30 days after mayor london breed signs it. we're live this morning in san francisco. i'm james torres, ktvu, fox two news. >> thank you james. today. sheriff's deputies in san francisco are expected to serve evictions to a group of people accused of squatting in some potrero hill apartment buildings, those being evicted say they've been paying rent. now, according to the chronicle, there have been more than 40 evictions served at the city owned buildings. however, many of the tenants say they were paying rent to a property manager that reportedly does not have permission to handle the rentals. now they are scrambling to find a new place to live.

>> well, turning now to the shooting of 49ers wide receiver ricky pearsall. the 17 year old accused of the shooting will be arraigned this afternoon at 130 at the juvenile justice center. prosecutors are charging him with several felonies, including attempted murder, assault with a semiautomatic firearm and attempted second degree robbery. the da's office will continue investigating, then will decide whether to ask a judge if the teenager should be tried as an adult. well, the 49ers, for the first time are talking publicly about the terrifying moments after that shooting and their earliest calls that i received were were extremely scary. >> hey, you know, we believe ricky's been shot in the chest and that outcome is not usually a good one. >> i just hugged him and, just just let him know, man. just take it at his own pace. it could have been worse. so just. we're just grateful that he's here now from the hospital.

>> pearsall facetimed with the teen. they had gathered saturday night for an annual party hosted by head coach kyle shanahan. pearsall also went to the team facility yesterday, letting everybody see and know that he's okay. >> soon as i saw him, i smiled, man, like i just, i smiled, went and wrapped him up, hugged him and i was just kind of heard what he he kind of just gave his story and, you know, just kind of try and listen to him and just be be there for him when we can. >> now pearsall is on the non football injury list. he's going to miss at least the first four games. the 49ers are hoping he'll he will return and play this season. >> the pearsall attack is making national headlines and spilling into politics, particularly the san francisco mayor's office. >> and the fact is, what we put in place worked. and it sends a strong message that if you do come to san francisco and you do commit these crimes, you will be arrested. >> she defunded the police

department three years ago, stripped $120 million out of our police department budget, has mismanaged our police department. where now overtime is getting capped and cut. >> mayor breed's challengers say this high profile shooting is a popular tourist area. reinforces the perception of out-of-control crime in san francisco, and they want more police on patrols. >> my solution is get them out of their cars on the street, we have the overtime to pay for it, and then secondly, to get those numbers back up, let's give incentives like student loan forgiveness to get them to want to come work in san francisco. >> in order for us to be able to draw conventions back, to draw tourism back, and to build our brand again globally, we have a lot of work to do, and the people i'm running against have created this perception, this sense of disorder. >> candidate aaron peskin issued this statement to ktvu saying, quote, turning this into a political football doesn't make

san francisco safer or represent who we are as a city. i'm representing by focusing on real public safety solutions, retaining 50 experienced officers at less cost than overtime. >> time now 506. the city of oakland says upgrades to the 911 system were completed last month, and they're already speeding up the response times now before the upgrades, oakland's 911 system failed to meet state standards for answering emergency calls in a timely manner. calls are supposed to be answered within 15 seconds. 90% of the time, oakland was only doing it 35% of the time, but the mayor told ktvu that has improved to 52%. the dispatch center is hiring new people with senior staff, training them, trying to reach that 90% standard. >> once they're able to work on their by themselves, it takes about 18 months for training. and so after that, 18 months has sunsetted. we're going to see that. your call when you call

into 911 will be picked up in a quicker. >> now, mayor tao also said she's still confident she is not a focus of the fbi investigation from back in june. the mayor says she knows she did nothing wrong and will be vindicated. >> the san francisco fire department now has a new interim chief. assistant deputy chief sandi tong was sworn into the position. she's the first asian-american and first paramedic to run the san francisco fire department. tong is taking over for chief jeanine nicholson, who retired. tong has been with the department for 35 years, serving with the emergency medical service division, having served the department for many, many years and having worked with many chiefs, officers, firefighters, paramedics and emts in the field. >> i have seen their dedication and hard work. they do an excellent job every day and i know they will continue to do so. so thank you, mayor breed, for this interim appointment. i will carry on the legacy of the san francisco fire department. >> tong may continue as chief if selected by mayor breed and the fire commission. now in the

process of selecting a permanent chief. >> time now 508. expect triple digit temperatures today in some parts of the bay area. for some of the most vulnerable people, like the elderly and the homeless, it's a dangerous time. santa clara county medical examiner has been investigating at least 28 potentially heat related deaths in july. >> people here are already agitated with the sweep. they're trying to move around. they're trying to get things sorted out. and so you're hot now. you have bad weather that's already, you know, irritating your lungs. >> and there's an alert issued by the bay area air quality management district warning that ozone or smog pollution levels may be higher. exercising outdoors, they say, should be limited to the morning when the smog is less concentrated. >> well, some big changes. we'll get to that in just a second here, not inland, but on the coast. these were your highs yesterday. if you were in santa rosa, not only at the airport

but downtown, it was a 100. concord, also 100. napa was close. livermore is close. palo alto 98. kentfield 96, oakland 89. in the city 85th september in the city. you know and i know it can get warm to hot. although we have some significant changes. there is a big fog bank there now. we had no fog yesterday, little to no fog today. we have a lot of fog on the coast. bases are shallow, so i kind of ease back a little on the coast. inland it won't matter. bayside warm to hot. inland, 90 to 100. but the air aloft. mount veeder is almost 80 with a northeast breeze. but look at the oakland hills. almost 70, but a south wind. yesterday they had a northeast. that's a big difference. still, though, there's some warm air in there, but some subtle changes today at least so far. 50s, 60s to 74. in fairfield, there's some warm temps out there. we are running warmer than 24 hours ago by two to what, eight degrees? with livermore leading the way at plus eight, a lot of high pressure over us and a lot of dry air. but a couple of changes here. you know, yesterday we had clear skies. today we'll have to deal with

>> 50 wildfire sensors will be installed by multiple agencies in santa clara and san mateo counties as part of a program with stanford university and the department of homeland security. the sensors are designed to detect wildland fires earlier and alert first responders. they can also track movements of fire and smoke, ktvu allie rasmus will bring us a live report about the sensors coming up later this hour, and new surveillance video to show you from san francisco of a suspected arsonist at a family owned hardware store. >> the owner now tells us since that fire, things have only become worse. he says burglars have broken into his shop three times. >> and we're learning more about a deadly crash involving two cars over a cliff in san francisco. witnesses say one of the drivers hit a parked car, then both cars went over a wall near the city's historic cliff house. yesterday afternoon, the san francisco fire department says one driver was killed and the other was injured. police are still looking into the cause of the crash. >> our time now. 515. as copper

wire thefts surge around the bay area, at&t is now offering reward money aimed at catching the people who do it. police say stolen cables have led to mass outages of phone lines, internet service and power. it even affected a 911 call center in hercules and in pinole. the police chief in richmond announced. a man was found dead at a pge manhole during an attempted copper theft last month. >> in the past year, we've had over 220 reports of wire theft, which is about 200 more reports than we had in the previous year. >> stockton and richmond are two of the hotspots in california for copper theft, although this occurs everywhere around the state. >> we know based on the sting operations with law enforcement and our partnership with them, that this is where the copper is being purchased. >> now, at&t is offering $5,000 as a reward to anyone who can

help catch the copper thieves. >> a group of suspected burglars are in jail this morning after breaking into a car and stealing a family's jewelry collection. the victim was at a chase bank on mowry and fremont boulevard late last month. he walked out of the bank with two bags full of jewelry to use at an indian religious festival. he then drove to the post office to drop off some packages, but he didn't realize an suv had been following him. when he came back out, he found his car window smashed and all his jewelry was stolen. >> panicked, i looked inside. i saw that all my bags were gone. it makes me even more angry that you know what was supposed to be safe. and then i got it from a safe location and then, you know, let it go like that. >> fremont police tracked down two suspects and the stolen jewelry. the alameda county da has charged the two with grand theft. when it comes to dining out. new data shows more americans believe one. one is company and two is a crowd. the site open table says there's a

though over by the coast i mean to go from no fog to a big fog bank does make a difference. but for many inland it's a continuation of that september heat. we've had hotter temperatures but it sure jumped yesterday. good. 15 almost 20 degrees for some. looks like by the weekend though, there will be a huge drop. the city had an east wind yesterday. they have a west wind today. south wind oakland. south oakland north. they had a north northeast yesterday. now they're still a little bit of a northerly breeze for some, but some subtle changes around san francisco and over to oakland. 5060 to 70 brentwood and fairfield. they will easily be around 102 103 today, but other locations should ease up a little bit. high pressure, as we say, large and in charge, but some subtle changes today with that mere fact that that fog is there versus yesterday when i was trying to find something on the san mateo coast, i can find a lot up and down the coast today. so mild coast, warm to hot inland, fog won't make any kind of a push inland. so your wednesday weather, all it is over the bay though i should say. lots of thick fog. watch out. highway one, maybe over the

now in the hands of the african american sports and entertainment group. the group celebrated the purchase of the stadium and the surrounding 155 acre property. they have big plans for that site, including turning it into oakland's version of san francisco's mission bay or the crypto.com arena complex in los angeles. once a planning permit is granted, the oakland coliseum site is expected to have an athletic venue and sports entertainment tourism area, including dining and housing. >> every iteration, the arena would stay and we're probably going to focus on that as the first phase. in addition to that, we, you know, we plan on probably dividing the site up

back to the headlines. >> all right. thank you sal. some local firefighters have another tool to help fight and even prevent wildfires. ktvu sally rasmus joins us from the san mateo county area with the details of the new wildfire sensors now in place. ali >> yes, wildfire safety is always top of mind when we have hot, dry weather. like we're expecting today and tomorrow. and this week, a group of fire departments and emergency organizations announced that they are receiving about 50 wildfire sensors that will be placed in santa clara and san mateo counties. the n5 sensors have been used before by other jurisdictions. you may have heard of them. most recently, last year, the city of oakland placed ten of these wildfire sensors in the oakland hills to help detect and prevent wildfires. now, the way the technology works, the sensors can detect changes in gas, in particulates, chemicals and heat on the ground, and then uses artificial intelligence to identify when a fire has ignited. or in some cases, if the conditions are ripe for a

fire to ignite in that spot. the sensors then send real time alerts to local fire departments who can respond. now. here on the peninsula, the wildfire sensors will be installed in the town of woodside. the town of portola valley and in unincorporated parts of san mateo county. the department of homeland security and stanford university are partnering with these local fire departments to put these sensors in place in these urban wild wildfire interface areas. those are areas with a lot of hills, a lot of grass areas that are likely to have higher wildfire risks. live in woodside, ali rasmus, ktvu, fox two news. >> okay, ali thank you. time now 533. the owner of a san francisco hardware store predicts it will take more than a year to rebuild and then reopen his business after it was deliberately set on fire. it happened august 25th at the great wall hardware store on taraval street. the owner is now sharing surveillance video, hoping it will help identify the arsonist. since that fire, the

slowing. you've got oil disruptions around the world. in libya. >> republican presidential nominee donald trump will take part in a fox news town hall tonight in pennsylvania. >> our time is 535. it's a bittersweet day for longtime east bay lawmaker nancy skinner. berkeley state senator nancy skinner posted this photo online as the state senate wrapped up its session. she says she's proud that her team delivered 15 bills this year to the governor's desk, including bills on affordable housing, gun violence prevention and curbing organized retail theft. nancy skinner, who is 70 years old, will be leaving office at the end of this year. she was first elected to the berkeley city council back in 1984. >> state health officials say they are still investigating cases of valley fever among people who attended a music festival near bakersfield. 19 people now have confirmed cases of valley fever after they attended or worked at the

occurs more among children from low income households and children of color. here in california, a student is considered chronically absent if they miss 10% of school days. no matter what the reason is, a new survey finds nearly one third of students were a grade level behind going into this school year. >> the national center for education tracked education metrics at more than 1600 schools. the data is meant to show how schools are recovering from the impact of covid 19. schools in the west are actually falling farther behind compared to the rest of the country. 40% of students are likely behind grade level, which is worse than two years ago. >> well, the santa clara valley water district has won a lawsuit against one of its directors accused of taking thousands of pages of internal documents. santa clara county superior court judge ordered valley water director rebecca eisenberg to return a 2000 page report to valley water officials back in

601. let's get back to the headlines. >> all right. thank you. sal. san francisco is working to help renters. >> city leaders say software has scammed renters out of good prices for housing units for a long time. ktvu is james torres is at san francisco city hall to explain this all to us. good morning, james. >> good morning, pam and dave. well, it's an ordinance passed unanimously by the san francisco board of supervisors. barely any discussion on it on a vote earlier this week. they say landlords have been using an ai powered software that would input details not usually available to the public, and then that would compute some sort of what they would call an illegal price fixing rate. that renters would have to pay. that would just be way more money than the unit is actually worth. this new law bans the use of any of that type of software, any use or sale of that software. city leaders say they are the first in the nation to do it.

they accuse landlords who use this software of collusion, referencing lawsuits filed by the u.s. department of justice, as well as at least eight other state attorney generals, even vice president kamala harris mentioned the legality of this practice during the democratic national convention. san francisco hopes to be a trailblazer in ending the use of this software, saying it has a list of landlords in the city that use it. >> we will become the first city in america to pass such a law. thank you colleagues. same house, same call. this ordinance is finally passed and will be an example for cities all over this country. >> board of supervisors president and mayoral candidate aaron peskin authored the ordinance. his office says advocates from other cities and jurisdictions are looking at san francisco. they've been reaching out for guidance to pass and write a law of their own. the legislation will officially become law in san francisco, 30

assisted living units for senior citizens in the downtown area. redwood city will now begin the approval process that includes an environmental impact report review for the project. >> multiple fire agencies are now working with stanford university to install ai powered wildfire detectors in parts of san mateo county. now, the team added the sensors in woodside, portola valley and other unincorporated areas in the county. the goal is to detect the earliest stages of a wildland fire and provide fast alerts to responders. the sensors can also track how a fire is moving and the air quality levels. >> our time now 604. the city of oakland says upgrades to the 911 system were finished last month, and they're already speeding up response times before those upgrades. oakland's 911 system failed to meet state standards for answering emergency calls in a timely manner. calls are supposed to be answered within 15 seconds. 90% of the time. oakland was only doing it 35% of

for an animal rights activist. 21 year old zoe rosenberg is charged with stealing and freeing about five chickens from purdue's petaluma poultry back in 2023. it happened during an early morning protest outside of that farm. today, her supporters are expected to gather at the sonoma county courthouse in santa rosa about noontime. >> a man is under arrest in monterey county accused of shooting dozens of farm animals. the sheriff's office says deputies were called to prunedale yesterday morning to reports of gunfire and with the help of a drone, they spotted 39 year old vicente arroyo near a crashed vehicle. multiple rifles and shotguns were seized. investigators say they believe arroyo randomly shot and killed approximately 80 animals, including miniature horses, goats, rabbits, chickens and ducks. it's not clear who the animals belong to or why the suspect shot him, but investigators say they are grateful for the calls of the shooting. >> time is 617 and we are seeing

while firefighters will tell you there is no such thing as fire season. wildfires can and do break out in california pretty much any time of year. but when we do have hot, dry weather like we're experiencing today and tomorrow. wildfire safety is top of mind. i'll step out of the way so you can see this gorgeous view here behind us. a lot of dry grass here, along with some of the trees. and a nice sunrise here in the town of woodside. now this week, a group of wild fire departments and emergency organizations in santa clara and san mateo counties announced that they are getting 50 wildfire sensors. they'll be installed in the town of woodside, portola valley, and in unincorporated parts of san mateo county. those five sensors can detect gas and particulates, chemicals and heat on the ground, and then use artificial intelligence to identify when a fire has ignited. they can then send real time alerts to local fire departments to respond quickly before any smoke can even be seen. other cities and

towns have used these sensors as well. last year, the city of oakland placed ten of those n-5 wildfire sensors in the oakland hills to help detect and prevent wildfires as part of a two year pilot program here on the peninsula. the department of homeland security and stanford university partnered with the santa clara fire safe council, the woodside fire protection district, and the palo alto fire department. in order to bring that technology here. so those 50 new wildfire sensors are going to be installed throughout unincorporated parts of san mateo county. the town of woodside and the town of portola valley, as well. and they're really focusing on placing these sensors in neighborhoods that are part of the urban wildlife interface. so those are neighborhoods that are right next to a lot of dry grass hillsides, forest wildlife areas, places that are at high risk for wildfires. live in woodside, ali rasmus, ktvu, fox two news. >> thank you. ali. a wildfire in the tahoe national forest, 20 miles north of truckee, has grown to 2000 acres. it started

weekend. >> all right. thank you. steve. a five year old boy is recovering after being attacked by a mountain lion in southern california. it happened sunday afternoon while the child was playing near his family's picnic table at malibu creek state park in calabasas. the child had to be airlifted to a hospital with significant injuries, but was released the next day. >> 1986. in california, there's been 26 people who've been injured by cougars, four of which were fatal. and you know, those are real people. these are not just numbers, but these statistics do demonstrate that human cougar interactions like this are highly unusual. >> now, the big cat was caught and euthanized. the cougar conservancy website has some advice for people who visit or live near wildlife areas, and that includes avoid wearing earphones and listening to music when you're walking and keeping some kind of blow horn or even bear spray handy. >> all right, man. time now. 641

on rental car theft. now rental car companies have reported a 266% increase in thefts over the past three years. a new bill would allow the use of electronic surveillance technology to find those stolen cars faster. many of the stolen rental cars are being used for serious crimes, such as organized shoplifting, home invasion and robberies. >> unfortunately, the law right now doesn't allow for a rental car company to take any steps when a rental car is not returned for 72 hours. and unfortunately, by the time 72 hours goes by, very often that car has already been used in crimes or it's disappeared
